Notably, he exhibited a higher moral compass than his counterparts, refusing to engage in the heinous practice of severing the hands of living individuals just to gain access to more livable conditions. He is someone who works in the worst conditions in order to supply the deprived people.

Meanwhile, plans were underway to relocate the Special District, a sanctuary reminiscent of the pre-disaster world with clean air and bring back normalcy.
